Why this indicator matters
A democracy is more than elections: it also requires equal rights and equal access to power. This index allows this dimension to be compared from one country to another.
What makes this indicator vary
It depends on the political system, history, institutions, the place of minorities and the distribution of resources. It changes with reforms, crises and changes of regime.
Reading precautions
This index from the V-Dem project relies on expert assessments and a statistical model, with a margin of uncertainty. It ranges from 0 to 1 and sums up a complex situation. It does not replace a detailed analysis.
