Share of adults with the right to vote
What this indicator measures
Share of adult citizens who legally have the right to vote in national elections, according to V-Dem. Legal exclusions (for example based on sex, property or status) bring it below 100%. It does not say whether the elections are free.
How to read this?
100% means that all adults have the right to vote; a lower percentage means that some adults are legally excluded from it.

Why this indicator matters
The right to vote is not always granted to all adults. This indicator compares the share of adult citizens who can legally vote in national elections.
What makes this indicator vary
The extension of the right to vote happened in stages through history, with the lifting of conditions based on sex, wealth, education or status. Some exclusions remain depending on laws and regimes.
Reading precautions
The indicator says nothing about how free or honest the elections are, or about actual turnout. It describes the legal access to voting of adult citizens. V-Dem's estimates rely on expert coding.
