Why this indicator matters
The quality of public services and the administration affects daily life: schools, health, roads, safety. This indicator allows a comparison of how public action is perceived from one country to another.
What makes this indicator vary
Perceived effectiveness depends on the training of public officials, the state's resources, political stability, the independence of the administration and the reliability of policies pursued over time.
Reading precautions
The indicator combines perceptions from many surveys, not direct measurements. It is expressed relative to a world average. Small differences are not always significant, because each estimate has a margin of error.
