Non-respect of freedom of association and collective bargaining
What this indicator measures
The International Labour Organization (ILO) rates, based on official texts and national sources, how far a country respects the right to form and join trade unions and to bargain collectively. The rating runs from 0 (fullest respect) to 10 (weakest respect).
How to read this?
The lower the rating, the better trade union rights are respected; the higher it is, the less they are.

Median by continent
- Asia 4.2 /10 (44)
- South America 3.3 /10 (12)
- North America 1.8 /10 (23)

- Oceania 1.4 /10 (13)
- Europe 0.4 /10 (40)
Why this indicator matters
Being able to form a trade union and bargain collectively is a central labor right. This rating allows a comparison of how far these fundamental rights are respected from one country to another.
What makes this indicator vary
Respect for these rights depends on labor laws, the political regime, the role of trade unions, relations between employers and employees, and the country's adherence to ILO conventions.
Reading precautions
The rating is calculated by the ILO from texts and national sources, not from a direct measurement on the ground. A low rating is better: the scale is inverted. The data are published with a delay.
